Noctis and Tenebris are not listed on any official galactic star chart. This is not an oversight. The Ebon Armadas have spent generations ensuring that the precise location of their home system remains a matter of rumor and inference rather than recorded fact, and they have been largely successful. What is known — pieced together from the accounts of those who have encountered them and survived — is that both worlds are dark, tidally locked, and heavily fortified in ways that suggest their inhabitants have always expected to be found eventually.
The Directorate that governs them has never made a public statement, issued a formal declaration, or acknowledged its own existence in any official capacity. The Armadas project power entirely through action — a fleet appears, an objective is achieved, the fleet vanishes. Their representatives at Mecatol Rex speak rarely and commit to nothing, yet somehow the Armadas always seem to know which way a vote will go before it is called, and always seem to have positioned assets accordingly. Whether this is intelligence, manipulation, or something more unsettling, no investigation has ever conclusively determined.
Almost nothing is known with certainty, which is itself the point. Confirmed sightings describe humanoids of roughly average height, built lean, with very dark skin ranging from deep grey to near-black, and eyes that seem to reflect almost no light — a characteristic that may be biological or technological. They are almost never seen without full or partial facial coverings, and their dress is uniformly dark and minimal, stripped of any marking that would indicate rank, origin, or allegiance. Their representatives at Mecatol Rex have been observed for decades without anyone establishing whether they are always the same individuals or not. The Noctari appear to consider this ambiguity a feature rather than a problem.
